Numbering and compliance

Indian numbers, and the rules that come attached to them.

Cloud telephony in India is a regulated business before it is a software business. The number series you use, the headers you send on, the hours you may dial in and the consent you hold are not settings — they are the licence. We are doing that work before launch rather than after the first notice.

Local number (DID)

A city landline number that fronts the whole team instead of one desk.

Where it earns its keepPer-campaign and per-city attribution — you can tell which number the call arrived on.

Toll-free 1800

Free to the caller, billed to you, rented by the month.

Where it earns its keepSupport and warranty lines where the cost of the call should not stop the call.

Missed-call number

Rings once, disconnects, and records the caller as a consented opt-in event.

Where it earns its keepLead capture and callback requests at zero cost to the customer.

Masked proxy number

Bridges two people through a third number so neither sees the other’s.

Where it earns its keepMarketplaces, deliveries and field visits, where the two sides should not keep each other’s number.

Outbound caller ID

Outgoing calls carry a number you own rather than a random trunk.

Where it earns its keepPickup rates, and a customer who can call the number back and reach you.

Calls will be carried by a DoT-licensed carrier. We are not naming one on this page, because no carrier contract is signed and announcing a partnership we do not have is exactly the kind of thing this site does not do.

DLT, in plain words

The registration is in your name, and that is not a technicality.

Distributed Ledger Technology registration is the regime that decides whether a commercial message reaches an Indian handset. It asks three things of you as the sender, and no vendor can do any of them on your behalf.

Your entity, registered

The principal entity is the business whose message it is — yours. The registration carries your documents and your name, which is the whole point of the regime: a recipient who wants to know who is messaging them can find out.

Your headers, approved

The six-character sender ID an SMS arrives from has to be registered and approved before anything can be sent on it. Headers are per use case: a transactional header may not carry a promotional message.

Your templates, matched

The body of a commercial message has to match a registered template, with the variable parts marked. A message that does not match is rejected at the operator — silently, as far as your sender is concerned, which is why the platform will refuse it first.

The platform will refuse before the operator does.

A message sent on an unregistered header, or one whose body does not match a registered template, fails at the operator — and the usual symptom is not an error but a message that simply never arrives, discovered a week later by a customer who says they were not told. Comsky Telephony will check the header and the template before it sends and refuse with a reason you can act on. It is the only version of this that keeps you out of trouble, and it will sometimes be inconvenient.

Getting on it

What onboarding will look like, in the order it has to happen.

These are not parallel. Step two sets the date the rest waits on, because it is filed in your name and starts when you start it — which is the single thing most likely to make a telephony go-live late.

DECIDE WHAT EACH NUMBER IS FORSTEP 01

The series you may use depends on the use case, so this is a regulatory question before it is a design one. A support line, a marketing line and a two-sided marketplace are three different answers.

Which cities need a local presence
Whether the support line should be toll-free
What the outbound caller ID should be
Whether any flow needs masking
REGISTER YOUR ENTITY ON DLTSTEP 02

As the principal entity, in your own name. We cannot file it for you — the regime requires the sender to register — and this is the step that most often sets the date everything else waits on.

Entity registration with your own documents
Header (sender ID) registration
Template registration for every message you will send
We do the filing alongside you, not instead of you
PORT WHAT CAN PORT, FORWARD THE RESTSTEP 03

We will tell you before you commit whether your specific series can move. Where it cannot, the usual answer is to forward the old number into the platform, which works — and means you keep paying for both.

Portability checked per series, before signature
Forwarding as the documented fallback, not a surprise
The old number stays reachable throughout
No cut-over on a Friday evening
BUILD THE MENU AND GO LIVESTEP 04

The IVR tree, the queues, the routing rules and the dispositions. Then a day of running both, so the first thing a customer meets is not a menu nobody has heard out loud.

IVR recorded and reviewed in each language you offer
Queues and overflow targets set, including the dead-ring fallback
Dispositions matched to your own sales stages
Agents trained on the screen pop before the number switches
Questions about numbers

The ones that decide whether this is possible for you.

Can I keep my existing phone numbers?

Where the carrier permits porting, yes, and we will tell you before you commit whether your specific series can move rather than finding out afterwards. Where it cannot, the usual answer is to forward the old number into the platform. That works, and it means you keep paying for both — which is a real cost and not a footnote.

Who registers the DLT headers and templates?

You do, as the principal entity. The regime requires the sender to register in their own name and no vendor can do it on your behalf, whatever they tell you. We will do the filing alongside you, and the platform will refuse to send on an unregistered header or template rather than letting it fail at the operator.

How long does DLT registration take?

That is the operator’s answer and not ours, and it varies with how complete your documents are. We are not going to quote you a number of days we do not control. What we will do is tell you at the start which filings block which parts of the go-live, so the wait is visible rather than discovered.

What is a missed-call number for?

A caller rings it, it rings once, it disconnects, and the call is recorded as a consented opt-in event with the caller’s number. It costs the customer nothing, which is why it is used for lead capture and callback requests across India. It is a consent record, so it is stored as one.

Does number masking hide the number from us too?

No — it hides each party’s number from the other. Your own records keep both sides, because you are the one who has to answer for the conversation. Masking is for the marketplace case: two people who need to speak once and should not keep each other’s number afterwards.

Which carrier will carry the calls?

A DoT-licensed one. We are not naming it until a contract is signed, because naming a carrier we have not contracted is announcing a partnership that does not exist. It is also the item most likely to move the launch date, which is why there is no date on this site.

Can I send promotional messages to anyone who called me?

Only with the consent the law requires, on a registered promotional header and a registered template, inside the permitted hours, after the number has been scrubbed against the do-not-disturb registry. The acceptable use policy is the binding text on this, and it applies to you as the sender.
